Thailand implements TISI certification system combining compulsory certification with voluntary certification. For products that meet the standards, TISI is allowed to be used. For products that have not yet been standardized, TISI also implements product registration as a temporary means of certification.
The Thai government requires mandatory certification of 60 categories of products, covering eight areas: electrical equipment and accessories, medical equipment, building materials, consumer goods, vehicles, PVC pipes, LPG gas containers and agricultural products. In addition, the certification of other categories of products is voluntary certification.
The industrial product standards law authorized the Thailand Industrial Standards Association (TISI) to be responsible for the certification work in Thailand. TISI is not only the government's competent authority for compulsory certification in Thailand, but also the standard-setting and management agency, certification agency, laboratory accreditation, personnel training and registration agency. It is worth noting that Thailand does not have a non-governmental compulsory certification body.
Product certification requires that the product conforms to the corresponding standards, and at the same time requires manufacturers to have a sound quality assurance system to maintain product conformity with standards, so TISI product certification procedures in addition to product type testing, including pre-certification factory inspection and post-certification supervision and review.
(1) product evaluation
TISI evaluates products in accordance with the Thai Industrial Standards (TIS) and special requirements for product certification. One of the following three ways can be used:
Samples are extracted and tested by designated laboratories.
Samples are taken by qualified TISI officers and submitted to laboratory tests approved by designated laboratories or laboratory accreditation organizations approved by the Laboratory Accreditation System of Thailand (TLAS) or the Industrial Product Standards Committee.
The sample is sampled by factory personnel in the factory. TISI has the qualification officer monitoring.
When it is assumed that the factory's laboratory is fully equipped with specific testing equipment and qualified personnel, the products sampled can be referred to factory personnel for testing in the factory and monitored by qualified TISI officials.
Inspection of test reports
If the factory's products have been tested in the laboratory approved by the Industrial Product Standards Committee, repetitive testing can be avoided. However, if the test report is incomplete or different from the corresponding product certification standards and specific requirements, TISI can take samples to supplement these items.
(2) factory inspection before issuing the license.
When performing factory inspection before issuing a certificate, no factory inspection is required for the imported products, and only documentary review of the quality control process can be carried out. For foreign factories, factory inspection is required when reviewing quality control documents indicating that they are inadequate. If the factory has obtained the ISO 9000 Quality Management System Certificate, its quality control system will be exempted from review, but the certificate issuing agency should meet the following requirements:
The ISO 9000 certification body has been recognized by the Thailand National Accreditation Committee (ONAC).
The ISO 9000 certification body has been approved by the industrial product standards committee.
However, TISI can supplement these projects when the quality management system of the plant is incomplete or different from the specific requirements of product certification and the general requirements of the product quality control system.
(3) supervision and examination after certification
The purpose of supervision and examination after certification is to ensure that the certified products continue to meet the corresponding standards and that the factory is still capable of maintaining the quality of the certified products.
Supervision and examination can be adopted: Supervision of the quality control system and / or quality supervision of certified products. The frequency of supervision is determined according to the consistency of the quality control system of the witness and the previous supervision.
The supervision of the quality control system mainly adopts the sampling test to the factory or the market. Samples are taken by qualified TISI officers and submitted to laboratory tests approved by designated laboratories or laboratory accreditation organizations approved by the Laboratory Accreditation System of Thailand (TLAS) or the Industrial Product Standards Committee.
Note: Unless notified in advance, manufacturers, importers and sellers should be monitored to ensure that the production and sale of products conform to the TIS standards of Thailand, to prevent the abuse and misuse of standard marks and any violation of the Industrial Product Standards Act and its amendments.
